Can I say: When the Covid vaccine was put on the market, a lot of people were holding out hope that the situation would be back to normal in a couple of weeks.

OR

Answer

I'd use the second one. To hold out hope means to maintain hope even though it's unlikely to get what you hope for. "I'm still holding out hope that I won't lose my job as a tourist guide."
