If someone yelled at me and then this person says "Forgive me please! It won't happen again etc"... So I always used to say "I am sorry you!" I mean "I am sorry you = I forgive you". Today I was in the same situation, someone stepped on my toe on the bus. It was very painful. Eventually the man apologized and of course I said "I'm sorry YOU". No, "I'm sorry you" is not correct and it's completely confusing. I wouldn't know what you meant. It isn't a normal English phrase. Some natural replies would be: "It's OK." "It's nothing." "Don't worry, it's OK." "Don't worry, it's nothing." If you had yelled "Ow!" or "Ouch," you could add "I'm fine." "Don't worry, I'm fine, it's OK."
