Can the "past perfect simple" tense be used with "already, yet, never, ever"?
is the following sentence correct or should i use the "present perfect simple"?
"Apple had already needed to intervene to ensure..."

Yes. The Past Perfect is exactly like the Present Perfect except it relates actions to a point in the past rather than to the present time.
