I don't understand “I was thinking about cutting it”, why he uses past continuous tense here?
I mean, for example, can I say“I thought about cutting it” to express that I had an idea about cutting my hair before, maybe 2days ago?

You have to pay attention to context.
I’m thinking about cutting it. (Now)
I was thinking about cutting it. (In the recent past. I’m still thinking about cutting it. The two sentences have the same meaning here, even though the tense is different)
I thought about cutting it. (Grammatically correct but with a different meaning. In this case, you thought about it in the past and then decided not to cut it.)
