I think I understand where the sentiment comes from (poor practices for teaching for grammar that are widespread around the world) BUT I cannot take seriously anyone who thinks that laying a good foundation in grammar is "a joke." We cannot speak a language well without mastering he grammar. How we do that is an interesting and often controversial discussion.

Grammar definition:

the whole system and structure of a language or of languages in general, usually taken as consisting of syntax and morphology (including inflections) and sometimes also phonology and semantics.

Let's just take the first word, syntax and look at the definition:


the arrangement of words and phrases to create well-formed sentences in a language.

So let's re-write your sentence without bothering about word order.

Education is the biggest grammar joke in language.

OR

Joke is biggest the education language grammar in.

Is your title still clear? Anybody who thinks grammar is unnecessary does not understand anything about language formation!

Jerry is a Chinese immigrant who lives in Toronto.
He speaks near perfect English and sounds like a native speaker. Before mastering the language, Jerry, like most foreign language learners, suffered through years of traditional language education.

As in most countries, Chinese educators are obsessed with grammar. As a result, so are the students. 
Jerry arrived in Canada at the age of twenty with years of English study under his belt, but he could not communicate effectively. Frustrated, he embarked on an intense two year period of self study. 
What did he do during that time?
He did not study grammar or vocabulary word lists.
He focused on listening & reading & pronunciation.

So guys, I think grammar is important and necessary, but if the focus is only grammar, the communication can become a big problem.

Well...  There is a saying :  "“From one thing, know ten thousand things.” !!!  I'd rather study the rules and apply them to 'ten thousand' cases rather than learn 'ten thousand' cases in isolation !!
