I find Babbel really good. I am currently using it for learning French and German. It has well structured lessons in which you learn new vocabulary and grammar and practice speaking, listening, reading and writing.

I recommend the Pimsleur method. It's oriented towards listening and repeating but it will get you started very quickly on a new language. And it's a very good tool to see if you will like the language before investing anymore time in it 

There're a lot of App to learn English, eg: ted talk, gramally.
But I don't now what is the best!

Duolingo helped me a lot at the very beginning but isn't very substantial. I highly recommend using Anki for vocabulary. It's a spaced repetition flashcard app. If you write down every new word you learn and put it into anki, your vocabulary will expand greatly. For grammar, I recommend having a teacher. No one can help you with grammar as much as an experienced teacher. 

Italki is the best one! Don't waste your time searching for another app!
