Reign, rule, govern are three verbs concering managing a country

Is there any distinction among them?

There is major difference between those three verbs. However, 'to govern' is not specific to supreme leaders.  For instance, a president can govern but they cannot rule or reign.

It is true <em>God Save the Queen</em> uses the root 'reign' as a verb twice.
