The addition is wrong it is not $27 + $2 = $29 so we have a magical missing dollar.

Bill $25 + Tip $2 = $27 Expenses.
$27 Expenses + $3 Given back (Each one keeps $1) = $30 Total.
Nothing missing.
There error is in the bolded part of the phrase. You need to add the $3 that they kept not the $2 tip. The $2 tip is already calculated in the $27 "each has paid 9 dollars that's 9x3= 27, 2 dollars are with the waiter that's 27+2 = 29"
