The Way to Learn English

Hi, this is my first appearance at this website.
I am a college student now. Recently, my friends are considering about the new way to learn English - going to an American college in this summer by applying for the course that is open for Taiwanese college students.
It sounds good! But the tuition is to expensive for me, it cost nearly $10,000 (US dollars) a month. Is it really necessary to learn how to speak English through this way, or is it worth? I am wondering and so do my friends. Can anybody share some experience about how to practice English speaking, or the experience about joining the course mentioned about?

$10,000 per month is extremely expensive!  The tuition at the very best schools are $50,000 to $60,000 a year.
