It isn't incorrect in grammar, but It's sound akward because there's no like "은/는/이..etc after동생"
저는 동생이 있어요.  I have 동생. Good sentence.
저는 동생을 있어요.  wrong sentence. 

제가 동생이 있어요.   I have 동생. Good sentence.
제가 동생 있어요.  It's like 저는 동생 있어요. incomplete sentence. 
제가 동생을 있어요.  wrong sentence.

In shorty, "저는 동생이 있어요." "제가 동생이 있어요." Those are no difference. both means " I have 동생 ".

> ... 있어요 always needs the subject marker 이/가
I'm having a hard time understanding how the particles change the meaning of the sentence.
