"often" is an adverb and this is an incorrect use of it. The wording would be much better as "an ever-increasingly common sight". Also, I would consider removing the comma that immediately follows "paps", but I don't feel as strongly about that. I hope this helps.

This is some creative use of language. That is a contorted clause. If he put hyphens throughout, 'ever-increasingly-often', then he might be allowed the liberty because it would be part of the same made up word, and it would be his made up adjective, rather than an adverb. I think that he is doing this on purpose though. Sometimes we allow creative writers to be slightly grammatically incorrect in certain ways. Everything about this is written like something out of a novel. This would be barely understandable as everyday English.
