Can anyone help me, please, with a couple of moments in this audio (in brackets):

...Who pays the most land-tax? That's my idea.
- I remember having a stand-up row once. This is how pathetic it is.
Because when I did... I meen I... you know, I ...
The fact is that I was allowed to do PhD is basicly (a stumbling and diving ?) of the education system, anyway.
And, um, and I was... I did, you know, I was allowed to do it on the basis, all the (while?) I was not the sharpest knife in the drawer, and I had a very-very (low to one?). They thought that I was at least persistent enough that I would finish. And they were right. I did finish.
Um, you know... Eh... What's it (come ?) you know. I was a turtous rather than a hair.... Um, where this was going?
Oh, yes. That's now... But anyway...
So, I thi..., the reasosn I finished was because I wanted, I wanted to be able to call myself Doctor. For no reason, other than I wanted to be able to call myself Doctor. And I remember having a row with an editor once. It was like a stand-up row. In this fairly, fairly, um, you know, high-brow magazine that I worked for, that literally ended with me at my most petulant going. Going: "What was the title of your PhD? Oh, that's right. You known have one." - "I do!"
- And there a rest my case. If also... here the thing: either join in max eletest new feature or come up with a more reletest feature.

Thank you. But it more sounds as "a stamping indictment".

I'm afraid I don't have time to listen to the audio - but i would guess that the first item in brackets was " a damning indictment." Perhaps listen again and then tell me if I'm right. If you have any question about the expression "a damning indictment," then feel free to ask.
