I would use 'urban area"as the city could mean only the CBD

I think it would be more grammatically correct to say, "Rockfeller has several million in incentives to make the traffic plan work in the urban area." Also, I'm not sure, but I think the name should be "Rockefeller."

urban areas: 市区 I think city is include urban area and suburban area, and traffic issue always happen in urban area, so you can't use city replace urban area. Ps: I don't know more detail and context of this sentence, maybe I guess is wrong.
