I need some tips to comprehend better this sentence: his reach never exceeds his grasp. I've read it in a review on the British historian Tim Blanning's new book called The Romantic Revolution: A History.

This means when he tries to do something he always succeeds. He reaches for a goal and he is able to grasp it. He does not reach for a goal, then fails to grasp it.

His grasp is what he grasps with his understanding. If something is beyond (exceeds) his understanding he doesn't talk about it. This is what makes him extremely good.
