跟: means: ''with''  go with you . 
和: means ''and'    you and me should go . 
与:  "与" and "和" are interchangeable,  but '与' seems more literary.

我说的话，你能听懂吗. means:  can you understand what i said. 
我说，你能听懂吗     means:  Hey:  I wonder that  you can understand it. ?
