What's the differences between chief of state with head of state(not government)? Do they have the same meaning ?

The two terms for the executive heads of state are, according to political scientists, "Chief (or Head) of State" and "Head of Government". In most Parliamentary systems there is an elected or appointed Chief of State, this person is usually styled "President" or some usual style. Under that country's constitution this individual usually has limited powers and is used as a figurehead to represent the nation and act as unifying force. True Executive power rests with the Head of Government, in this case the Prime Minister who heads the Cabinet, runs the legislative branch, and generally manages the day-to-day operation of the country.
