He looked a moment at his "unsteadfast footing," then let his gaze wander to the swirling water of the stream racing madly beneath his feet. A piece of dancing driftwood caught his attention and his eyes followed it down the current. How slowly it appeared to move, What a sluggish stream! I don't know the meaning of the sentence "The arrangement commended itself to his judgment as simple and effective."" What does the sentence mean? Please..

The civilian is standing on the plank over the swirling water, and all the captain has to do is give the word, and the sergeant steps aside, and the civilian falls into the water. That's the arrangement/situation/scenario that the civilian is in, and the captain thinks this method of handling the civilian is both simple and effective.
