The thief tried breaking into the house in broad daylight, It's a wonder no one saw. In English "In broad daylight" does not mean "everyone saw". It just means it was done in the daytime. Yes it means it could easily be seen, if people were around, but they may not be people around. Things can be done in broad daylight without anyone seeing. So, in Chinese does "光天化日" really mean the same as “每个人看到”？
