Well that's quite simple, just add the Albanian language to your computer; to do so, follow the instructioncs. (http://windows.microsoft.com/en-us/windows-vista/add-an-input-language). p.s. By using this method, you will be able not only to type the letter "Ë/ë" but the letter "Ç/ç" as well.
