Hello Timmo: "ginned up" is an American expression. "gin" is an shortened speech which refers to some kind of an ENGINE. Thus, EN---GINE becomes simply a GIN. As to media programming such as Jon Stewart's where some commentary on social and political affairs is common, he is referring to some faction of people or a collective of people whose actions can be described as Turning---On----An---Engine "Revving Up The Engine" would be a comparable expression, you know, when someone pressed down on the gas pedal of a car and makes the Engine roar loudly. Some events in the news show that people can "gin up" or "turn on" a lot of emotionality, and a lot of frantic and reactive language, even if there is no Factual or Logical basis for "turning on" those ENGINES. If we posted a controversial topic on Italki, about some world affair, or some such subject, you could see the objectiions more or less, "ginned up" over the issue. .
