시키다 is can use both mean. 1."compel","let(make,have) substantive do" I made him work. 2.order something something ex) food,product etc I ordered hamburger I ordered TV 주문하다's meaning is same 시키다's 1st,2nd. But I think 주문하다 is formal expression than 시키다.

When you go to a fast food restaurant, you will hear "주문하시겠어요?(Are you ready to order?)" from a staff. If customers are checking what they ordered they use 시키다, for example, "햄버거랑 콜라 시켰어. (I ordered a hamburger and a coke) to their friends or acquaintances"
