Who does "they" refer to in the last sentence? After Superstorm Sandy hit our area in 2012, many people found that they could not recover anything from their homeowner's insurance since the damage they suffered was caused by a flood, which is not covered under homeowner's insurance. Those who had flood insurance were able to recover under that policy. FEMA (a government agency) gave out many grants and low interest loans to those not covered by flood insurance. Many people who paid a lot of money for their flood insurance policies thought this was unfair. They argued that the people who were helped by FEMA chose not to spend the extra money for flood insurance, so why should they now just be handed money from the government? Do you think that the government should be able to tell people that they will not pay to rebuild houses in areas that have been hit by storms over and over again? My question: Who does "they" refer to in the last sentence?

"They" refers to the government and/or FEMA, which is a government agency.
