You could say ' . . the sea breeze touching her skin'. As your book says, 'touching' is an alternative to 'against' , which means 'in contact with'. Your book is probably also right in saying that the word 'against' would be favoured [preferred] by most native speakers, as it sounds more poetic. "Brushing' or 'brushing against' her skin could also be used.
