I think you mean "the belle of the ball". When used these days, it basically means the prettiest girl in the room (or someone who stands out from the crowd because of her beauty). It's a reference to when wealthy people held formal dances (a ball) in their homes.

Your question's been answered, but I can't resist mentioning a wonderful piece of light orchestral music by Leroy Anderson, which happens to be entitled "The Belle of the Ball." It's just instrumental music, but in this YouTube video, someone has chosen pictures to illustrate the idea. https://www.youtube.com/watch?v=rlwHJqFN3bs Leroy Anderson is most famous for some other short pieces entitled "Sleigh Ride" and "The Syncopated Clock." I don't know if they're world-famous. In the United States, it is interesting because many people who don't recognize either his name or the names of the pieces will instantly recognize the pieces of music themselves.

I suspect you misunderstood "the belle of the ball". It means the most attractive / celebrated person at a social gathering (usually a woman, though it could be used in gay circles as well).
