"Pull the lever", from the context, means "vote". I think this refers to the electronic voting machines, and describing those machines as if they were slot machines. Just my guess. You can find "down-ballot" with an online search. Tell us how you understand it when you find the definition. "Use a ride" means "appreciate a lift", in the sense of being picked up and driven somewhere. These voters want someone else to make the decision for them.
