It's ok from a grammatical point of view. But logically I'm not sure it makes sense. What is the statement about? If something is "meant" to happen (the thing is "fated" or "destined" to happen) then who knows exactly *when* it's supposed to happen? For a process that either takes place within a time limit, or else never takes place, then you can say (if the it hasn't yet happened after the time period has elapsed): "If it was going to happen then it would have happened by now." But saying "meant to" introduces a faintly supernatural flavor that I can't easily reconcile with time limits.
