What do you make of this sentence? I think it implies that there was a trend when The Portable Executive was published, and it was published to predict that trend would be significant, but in truth, now, that trend is not significant as predicted.

That's correct. Business Week predicted numbers would rise. Numbers are rising, but not as much as Business Week predicted. There is a trend (rising numbers) but it isn't as significant as predicted.
