Our relationships with friends are very different from those with parents and siblings. Unlike family relationships, particularly adult-child relationships, peer relationships are based on a degree of equality between the participants. This allows more negotiation of the terms of the relationship. Also, unlike family relations, which one cannot pick and choose, peer relationships can be relatively easily established and just as easily destroyed. Our parents and siblings are generally stuck with us whether they or we like it or not. Lets define the participants in the short essay first, before answering your question.
In the essay, "family relationships" which "one cannot pick and choose (i.e. have no choice over the matter)", has a coercive factor about them. If the parents say something, there is very little chance for the child to say no, if you like.
Then there is "peer relationships", which are "relatively easily established and just as easily destroyed (i.e. you have a lot more choice in the matter)". If you don't like your friends, you are free to choose and make new friends.
Therefore, "This allows more negotiation of the terms of the relationship" just means: With friendships, you have more chances to negotiate how you want to proceed with the relationship. In a family relationship, this is usually not negotiable. "You can negotiate more with friends, than with families."
