Indeed, it is occasionally used.  It isn't a commonly used word so it tends to be used more in formal contexts.  It isn't just strictly used for emphasize and it sounds more natural in some contexts than others.  Your example sentence 1 and 4 are more likely to be heard than example sentences 2 and 3.  It roughly means "It is definitely true that".

Similar to Thomas, I've never said it before in a serious way.  The only time I use it is if I'm joking with someone and purposely speaking in an overly formal way to be funny.

Hi Addy, I dont think I have ever used it.  But  some people like it. It's one of those words that some people will prefer to use  and some won't . You may find that it is used more often in written correspondence than in speaking because it has a more formal feel to it.

It's used fairly often in the UK. If you read enough British literature and publications, and listen to enough radio and TV then you'll begin to get a feel for when it's used. It's not only used at the end of sentences, btw; not sure why you're focusing on that special case. And I think you mean "by" in your title, not "for".
