He is saying 'Not the ones who brought me into Balham once.' - Balham is a place in London, the tax collectors he is talking about probably took him to the city hall or council. 'A right going-over' in this case would be a tax inspection, but more generally it can mean anything that is done thoroughly - even if you were in a fight and lost you might say, 'Yeah, he gave me a right going-over.'
