While it is almost meaningless as any sort of logical word, it would be understood as an extremely obscene, vulgar and insulting term. If you used it in any public place, you would probably be asked (or told) to leave. It's worse than calling someone a son of a bitch.

I wouldn't be using it too freely, you're liable to get your head kicked in.
