What’s going on up here? While driving when a driver asks another driver the question "What’s going on up here?" aloud in an angry way. What does that mean? I heard that at the movie named "Every Day (2018)". At the movie a car suddenly comes and they were about to crash. The driver says to the other one "What’s going on up here?" Here is the subtitle: Hey! What's going on up here, huh? Dumbass.

It is another way to say "What is happening on the road in front of us?" The driver wants to alert the other driver that there is something unusual on the road. Hope that helps!

'..up here..' can mean 'further along in the direction you are travelling', as in 'keep going up here for 5 minutes then turn right'. or if you're walking along a path in a forest - 'let's explore up here and see what we find.'
