the usage of "devolve" "More power is to be devolved to the regional government." I read this sentence from an article. I am wondering that whether "devolve" in this sentence is an intransitive verb or not. I looked it up in the dictionary, and found that it is a transitive verb as well, so can I just say: more power will be devolved to the regional government? which one is more natural in English.
