What does "pull into the breakdown lane" mean?
Below is a quote from the TV series "Good Place".
- You know how some people *pull into the breakdown lane* when there's traffic? And they think to themselves, "ah, who cares? No one's watching."
- We were watching! Surprise.
I'm confused cause someone translated this as something like "some people cut in(meaning that they interrupt another person?)", but the dictionary says the phrase mean "pull over onto the breakdown lane", which I guess means to stop? the car.
What exactly does it mean?

A breakdown lane is a lane at the side of the road that you are only supposed to use if your car stops. It is there so that stopped cars don't stop the traffic. You are not supposed to drive in it.
Pull over means to move over and stop. Pull into suggests they keep driving in that lane.
