I suppose it means something like: Freud thinks the pleasure a masochist gets from pain is not as important as the danger masochism holds for mental well being or the risk of mental breakdown, but the author disagrees. I regard this kind of thing as psychobabble or gobbledegook - two useful words you can google if you are interested.
