A typical was to express the idea that one person or entity does as much or more than multiple persons is to use the word “combined.” I would suggest: “, and spent almost double the amount spent by the other five countries combined.”

Was the UK one of the five? Then the other FOUR countries combined. Sorry if it isn't the case. I can't use your link on the tablet :(
