An "ass"  is an animal which is related to a horse but which is smaller and has long ears and this makes a donkey ;)

A " jackass" is a male donkey ,so you can figure out  whether it is an insult or a compliment ;).

It refers to a stupid incompetent fool, someone not doing his job well or showing lack of skill and aptitude.
