Present Perfect tense "
Has been >>>>>> we use has with >>>>> ( He - She - it )
Have been>>>>>> we use have with >>>> ( i - we - they - you )
Example
She has been talking for the last hour
You have been waiting here for two hours.
.............................................
Past Perfect tense ( Passive )
Had been >>>>>>>>>>>> we use had with ( He - She - it - i - we - they - you )
because it is in the past ( something finished before now )

Have been = PRESENT PERFECT TENSE
"have" is in the PRESENT tense.
"been" is in the past tense (also called PERFECT = a completed action) (past partciple of "be").
Present Perfect tense is used to describe an action that started in the past and is completed at the time of speaking or writing - or an action that started in the past and is continuing into the present.
The present perfect tense is formed by combining the auxiliary “have” or “has”
with the past participle “been” of the main verb “be”
e.g., I have been tired many times in my life. (action that started in the past and is completed at the time of speaking or writing)
e.g., I have been here for many hours. (action that started in the past and is continuing into the present.)
e.g., I have been over 40 for several years. (action that started in the past and is continuing into the present.)
______________________________
PAST PERFECT TENSE
had is in the past tense
been is in the past pasticple form (and it's the PERFECT/completed part of the two verbs).
One action happened before the second action, but the 2 actions are already finished (both are in the past - just not completed at the same time in the past).
Action that was completed before some definite time in the past
The past perfect tense is formed by combining the auxiliary verb “had”
with the past participle “been” of the main verb “be”
e.g., I had been awake a long time before I slept. (2 actions that are finished/completed - one action happened before the other/second)
e.g., The problem had been difficult to solve, but then you gave me the answer.
e.g. I had been fired and I did not even know it until you told me.
