It is true. Some places still wrap fish and chips in newspaper but the newspaper doesn't come into contact with the food, a hygenic sheet is first wrapped around the food to protect it. It does help to keep the food warm but it is used primarily to allow the food to be taken away by the customer. Some people like to eat fish and chips from paper rather than plates as this seems to be part of the enjoyment of the dish.
