To me it means to casually look through something or through a place at a leisurely pace. You can peruse a menu or peruse through the mall or a park. Basically, to go through something  in a relaxed way.

peruse is a weird word. it has 2 almost opposite meanings. both meaning mean to read through something. its can be used to mean "to read through something thoruoghly and in great detail"

but you can use it to mean "to read through something casually", as guidedogsaint has suggested.

as odd as that sounds it can be used in both ways and would be correct

I know the dictionary meanings of the word but don’t use it at all, and very rarely hear it. There are clearer better words.
