Hace frío afuera y hay mucha nieve afuera de mi casa. Hoy había salido el sol esta mañana pero hace frío todavía. Pues, estamos en el invierno en Illinois y esa es la razón.

Hace frío afuera y hay mucha nieve fuera de mi casa. Había sol esta mañana pero aun hacía frío,pues estamos en el invierno en Illinois y es normal

If you say "esta mañana" you don't need to say "hoy" in the same sentence, because by "esta" in this case ypu are talking about this morning already :)
