Yes...
Will and going to + verb, are both used to describe future events.
Time is not important. Either of these could be used to describe an event this evening - or in 10 years time.
In the context that you give (someone reflecting on future events of a personal nature), there is actually very little difference in meaning.
"I think I'll..." describes a future event that the speaker has not really thought about. It is not a plan or an arrangement or something that is decided. It is more or less an idea that comes to the speaker at the moment of speaking.
"I think I'm going to..." Describes a future event that the speaker has 'probably considered'/ has 'thought about briefly' but not deeply. It is a probable intention.
Again, this is not a plan or an arrangement, or something that is decided.
e.g. I think I'll have pizza for dinner tonight.
I think I'll repaint my house in a couple of years, if I can afford it.
I think I'm going to get my hair dyed a different colour next week.
I think I'm going to retire in 2030 when I'm 70.

Using “will” would refer to some action at some point in the future! “I will read that book” implies you’ll read it… when?
If you say “I’m going to read that book” then we can guess you’re bound to pick it up later today or tomorrow! So use “will” for actions that are possibly far in the future and “going to” for something happen soon! Hope this helps Mae :)

And I am going to (is an action that has been considered and is a fact that will happen)
