What does "IT TAKES TWO TO TANGO" mean in the sentence:
"I'm not the only one to blame for all this kitchen messâyou know, it takes two to tango!"
The mess was caused by people dancing.
Both people contributed to the mess.
Dancing in the kitchen is fun.
Only one person should clean the kitchen.

I think this one is mainly for 2-person activities, for example if a boxing match was boring, one guy could say it takes two to tango, meaning the other guy needs to try also, because only 1 person trying isn't enough to make it an exciting match. Or if there is a lot of noise because 2 people are arguing, of course there would be no argument if there's only 1 person doing it. But 1 person can make a mess in a kitchen by himself I think. So if I was cooking with my girlfriend and the kitchen became a mess I would probably use this idiom instead: "too many cooks" (spoil the broth, or make a mess)
