In this case, you put a colon, not a question mark.

The second one is correct. You could also say "Why doesn't Erik go to work?" and be correct.

Contracted negative verbs (can't, won't, doesn't, don't etc) are placed in the place the verb would be in the sentence not "not" Why can I not go? Why can't I go? Why does he not sing?
