What does "community of fate" mean? Does it mean people who have a same fate or it means people who have no control on their lives or have no choice; fate chooses everything for them.

Please wait to his answer.” Then I asked him the story. So he looks so sad and he promised to me. School teacher has no hart. I really don’t understand the way. 子供の通う小学校に、抗議したいです。息子は9歳ですが、まだまだ教室でうるさくしてしまうようで。来週、小学校で実力テストがあります。今週、息子は風邪で1週間お休みをしていました。クラスの先生が2度ほど電話をかけて来たのですが、『彼は大丈夫ですか？と言うか、彼の授業中の独り言が…』とか、『彼は良くなりましたか？で、ですね、来週のテスト名のですが、彼だけ別室で行ってもいいでしょうか？』と。私は『いえ、それは厳しすぎます。私が彼に言い聞かせますし、どちらにするか彼に聞きますので、もう少し待ってくれませんか。』と。その後、彼にその話をしました。彼は悲しそうに、私にテスト中きちんとすると約束しました。先生の思いやりのなさときたら。いつもいつも信じられない。
